How DEWA Bill Calculation Works

DEWA uses a slab tariff system designed to encourage energy conservation. The more electricity or water you consume, the higher the per-unit rate you pay. This progressive pricing structure rewards efficient usage.

Electricity Tariff Slabs (Residential/Commercial)

Consumption Range (kWh/month)Rate (AED per kWh)
0 – 2,000 kWh0.23
2,001 – 4,000 kWh0.28
4,001 – 6,000 kWh0.32
6,001 kWh and above0.38

Water Tariff Slabs (Residential)

Consumption Range (m³/month)Rate (AED per m³)
0 – 27 m³7.70
27 – 54 m³8.80
54+ m³10.12

Calculation Formula

Your total DEWA bill is calculated using this approach:

Total Bill = Electricity Charges + Water Charges + Fuel Surcharges + Meter Charges + Housing Fee + VAT

The electricity and water charges are calculated by applying the appropriate slab rate to each portion of your consumption. For example, if you use 2,500 kWh, the first 2,000 kWh is charged at AED 0.23, and the remaining 500 kWh at AED 0.28.

The fuel surcharge (currently AED 0.060/kWh for electricity and AED 1.10/m³ for water) is added based on your total consumption. Finally, 5% VAT applies to all charges except the housing fee.

Total estimated bill: AED 336.83

Housing Fee Exemptions

UAE nationals are exempt from the 5% housing fee. If you hold UAE citizenship, your DEWA bill will not include this charge. The housing fee applies only to expatriate residents.

District Cooling vs. DEWA Electricity

Many buildings in areas like Downtown Dubai, Dubai Marina, and Palm Jumeirah use district cooling systems provided by companies like Empower or Tabreed. If your building has district cooling, your air conditioning charges appear on a separate bill—not on your DEWA statement. This can significantly affect how you interpret your electricity consumption. For those in non-district-cooled buildings, you might want to check our air conditioning capacity estimator to understand your cooling costs better.

Common Mistakes to Avoid

Money-Saving Tips

Keep your AC at 24°C rather than lower temperatures—each degree below can increase consumption by 3-5%. Consider using timers and smart thermostats. Check for water leaks regularly, as even small drips accumulate quickly on metered billing. If you're planning for home energy efficiency, exploring solar panel viability could reduce your long-term costs.

Frequently asked questions

How accurate is this DEWA calculator?

This calculator uses official DEWA slab tariffs and current fuel surcharge rates. Actual bills may vary slightly due to billing cycle dates, meter reading timing, and any additional service charges. Consider the estimate accurate within 5-10% of your actual bill.

Why is my actual DEWA bill different from the estimate?

Differences typically occur because of billing cycle variations (your bill may cover 28-35 days), estimated meter readings during some months, or additional charges like sewerage fees introduced by Dubai Municipality. District cooling charges are billed separately and won't appear in this estimate.

Does the calculator work for commercial properties?

Yes, commercial and residential properties in Dubai share the same electricity slab tariffs. Industrial properties use different slabs—the first 10,000 kWh at AED 0.23, and everything above at AED 0.38.

How do I reduce my DEWA bill in summer?

During Dubai's hot months, air conditioning accounts for up to 60% of electricity usage. Maintain your AC units regularly, seal windows and doors properly, use blackout curtains, and set thermostats to 24°C. For larger savings, consider energy-efficient appliances and backup power planning to optimize your consumption.

What is the DEWA security deposit?

New DEWA connections require a refundable security deposit of AED 2,000 for apartments and AED 4,000 for villas. This deposit is returned when you close your DEWA account and clear all outstanding bills. Additionally, there's an activation fee of approximately AED 130.

Are fuel surcharges fixed or do they change?

Fuel surcharges fluctuate based on global fuel prices and are announced monthly by DEWA. As of January 2026, the electricity surcharge is AED 0.060/kWh and water surcharge is AED 1.10/m³. Check DEWA's official website for the latest rates.

Can I get my DEWA bill reduced if I'm a UAE national?

UAE nationals benefit from subsidized electricity rates (approximately AED 0.067/kWh for the first 400 kWh) and are exempt from the 5% housing fee. The subsidized rates apply automatically based on your Emirates ID registration with DEWA.

What happens if I don't pay my DEWA bill?

DEWA sends reminder notifications before disconnection. Unpaid bills may result in service disconnection, and a reconnection fee applies. Chronic non-payment can affect your ability to rent properties in Dubai as landlords often require DEWA clearance certificates.
