The slab system, plainly
DEWA does not bill you a flat rate per unit. Residential electricity runs on four bands, and each band only applies to the portion of your consumption that falls inside it.
| Monthly consumption | Rate per kWh |
|---|---|
| 0 – 2,000 kWh | 23 fils |
| 2,001 – 4,000 kWh | 28 fils |
| 4,001 – 6,000 kWh | 32 fils |
| Above 6,000 kWh | 38 fils |
The most common misunderstanding is thinking that crossing a slab reprices your whole bill. It does not. If you use 3,000 kWh, the first 2,000 are billed at 23 fils and only the remaining 1,000 at 28 fils. Our DEWA bill calculator applies the bands automatically. The rate is marginal, not retroactive.
But the effect still compounds sharply. Going from 2,000 to 6,000 kWh does not double your electricity charge — it roughly triples it, because the extra units are billed at progressively higher rates. That is exactly what happens between April and July in Dubai when air conditioning runs continuously.
The other lines on your bill
Consumption is only part of the total. A typical residential bill also carries:
- Water — also on a rising slab, roughly 3.5 to 4.6 fils per imperial gallon
- Sewerage — a Dubai Municipality charge tied to your water consumption
- Fuel surcharge — a per-unit charge on both electricity and water that DEWA adjusts as global fuel prices move, so it varies month to month
- Housing fee — 5% of your annual Ejari-registered rent, divided by twelve and billed monthly
- VAT — 5% applied to the qualifying consumption lines, which you can check with the VAT calculator
Where the money actually goes
If your bill has climbed and you want to know why, check the meter reading section first. A sudden jump with no change in habits usually means either an estimated reading being corrected, or a leak on the water side. Compare the current and previous readings rather than looking only at the total.
If consumption is genuinely up, cooling is almost always the cause. Air conditioning typically accounts for over half of a Dubai household's summer electricity. Raising the thermostat by two degrees moves real money precisely because of the slab structure — you are shaving units off your most expensive band, not your cheapest.
Sharjah is billed differently
If you live in Sharjah, SEWA rather than DEWA supplies you, and the tariff structure and rates are not the same. Use the SEWA bill calculator instead. Do not apply Dubai numbers to a Sharjah bill.
